The Project involves a proposed 15‑mile, 345‑kilovolt (kV) electric transmission line extending from the Oklahoma state line to the Beckham Substation in Beckham County, Oklahoma. It is part of a broader 345‑kV initiative spanning approximately 125 miles from the central and eastern Texas Panhandle to western Oklahoma. The Project is a joint initiative between Southwestern Public Service Company (SPS) and Transource, with Transource owning and operating the Oklahoma portion and SPS owning and operating the Texas portion.
The Southwest Power Pool (SPP), the regional transmission operator who oversees and monitors the power grid across 17 states, mandated this project as necessary to improve electric reliability, promote an increase in power delivery, and help relieve economic congestion in the region. This new 345-kV line is also a key piece to support the continued development of extra high voltage transmission in the panhandle region of Texas. After facilitating a competitive transmission request for proposal process for this project, SPP awarded this project to Transource and SPS.
Project Benefits
The project is the result of a grid study by Southwest Power Pool (SPP), the regional transmission operator, that identified the need for additional electric transmission infrastructure to support the area’s growth. The project:
OKLAHOMA CORPORATION COMMISSION CERTIFICATION PROCESS
Transource representatives plan to submit an application with the Oklahoma Corporation Commission (OCC) to obtain a Certificate of Authority (COA). The regulatory process involves submitting a formal application detailing the project’s purpose, route and justification. Transource representatives anticipate submitting a COA application for the project in summer 2027 and receiving the OCC’s decision in late 2027.
